By the time the first town hall meetings were held, around 1790, prominent figures such as Dr. Thomas Winslow, an early physician in the area, were actively engaged in local leadership and governance. These town hall meetings, often hosted in private homes such as the 1790 house, involved local settlers discussing matters of public interest, land disputes, town developments, and militia organization, as tensions between settlers and British forces were still in recent memory.
